Mechanism of EDG issuance by Treasury: Minting or Reserves?

I am trying to understand the mechanism behind the issuance of EDG by the Treasury. Specifically, I am curious if the Treasury mints a specific quantity of EDG for this purpose or if they have reserves that they draw from. Can anyone provide insight into this process? Thank you.

The Edgeware treasury currently holds about 10% of the total supply of EDG. While there are ways for the treasury to gradually collect more EDG, some of these mechanisms are currently disabled. However, token holders have the power to vote and reactivate these mechanisms if the treasury's reserves become too low.

On Kabocha, the approach may differ. It's possible that most proposals will involve minting new KAB, but ultimately, the decision will be in the hands of the token holders.
